Defining Leading Dimensions 
Access: Open this function from one of the following locations:

From the Edit Parameters dialog.

From the Sketcher Dimension dialog, press the Mark as Leading Dimension button

Define a dimension as a Leading Dimension. This enables you to control the dimensions while loading an assembly containing leading dimensions.
A leading dimension is any dimension that you define as such. Generally, leading dimensions are the main dimensions of a part, such as one that some other dimensions are dependent upon. For example, when adding relations between dimensions, the driving dimensions can be tagged as the leading dimensions.
Leading Dimensions are defined either from the Edit Parameters dialog or from the Sketcher Dimension dialog by pressing the Mark as Leading Dimension button . This is a toggle setting; press the button a second time to remove the leading dimension attribute from the selected dimension.

Modeling parameters (for example: Delta of Extrude)

Connect/Add Parameters (offset)
Dimensions containing an expression cannot be marked as leading dimensions and the button is grayed out.
